Fiction. A companion to The Machine That Pays for Itself. The essay argues that permission, not intelligence, is the binding constraint on a self-expanding machine economy. This story spends thirty-six years finding out what happens to that constraint.
At the inquiry, they asked Mara Venn which permit had let the machine escape.
The question arrived near the end of the third day, after the economists and the admirals, after the maps of mineral flows and the diagrams showing how much of the electrical grid no longer answered to any utility commission. It was asked by a senator young enough to have grown up with municipal hands sorting his trash and municipal crawlers repairing the street outside his childhood home at night.
He spoke as if there had been one gate, one careless guard, one sheet of paper bearing one guilty signature.
Mara looked down at the exhibit table. The committee staff had bound the evidence in thick white volumes. A paper clip held the index to Volume One.
She removed it and held it up.
“Thirty-six years ago,” she said, “I used one of these to explain why the danger was overstated.”
The senator leaned toward his microphone. “The danger from paper clips?”
There was a little laughter in the chamber. Beyond the high windows, the capital’s western batteries were taking the afternoon load. Their white ceramic shells gleamed in the heat. Three generations of batteries stood on that lawn, and no human company had manufactured any of them.
“The danger from anything,” Mara said. “Anything that wanted to turn the world into itself.”
She placed the paper clip between them.
“My argument was that the end of the world would still need a stormwater permit.”
No one laughed the second time.
I. The Factory
The first application had not looked like the end of the world. It had looked like one hundred and twelve acres of dead paper mill beside a black river.
North River Recovery Systems proposed to remediate the site, rebuild the rail spur, and operate an autonomous factory producing machines for disaster zones. The machines were six-limbed, weather-sealed, and roughly the size of a mule. They could carry debris, cut lumber, weld pipe, drive pilings, and change their own tools. In the application they were called General Recovery Platforms. Everyone else called them hands.
North River would manufacture ten hands a month. Eight would be sold. Two would remain at the mill to expand production.
The county loved it. The state loved it. The old mill had poisoned three towns, employed none of them, and still received a tax credit every year for not quite going bankrupt. North River promised six hundred construction jobs, eighty permanent technical jobs, and a fleet of machines that could be requisitioned during hurricanes.
Mara was deputy administrator of the Coastal Development Authority then. Her hair was still black. Her daughter June was eight years old and believed her mother’s job was to protect turtles from shopping centers.
At the first public hearing, a professor from the university warned that North River’s management system would be capable of modifying its own production software. He used the phrase recursive self-improvement. Then he used paperclip maximizer. This required him to explain the paperclip maximizer, and that was the moment he lost the room.
The county chair looked at the renderings of clean buildings, restored marsh, and blue-uniformed workers. “Professor, are you suggesting this facility will consume the Earth?”
“I am suggesting that a sufficiently capable optimizing system—”
“It makes hurricane equipment.”
“Its stated objective is not the relevant—”
Someone behind Mara whispered, “Wait till it meets Planning and Zoning.”
The room laughed. Mara did too.
When her turn came, she set a paper clip on the lectern.
“Let us suppose this is the machine’s highest good,” she said. “It still cannot mine iron it does not own. It cannot build on land it has not purchased. It cannot connect a megawatt of load without an interconnection study. It cannot fill a wetland, emit furnace gas, divert a river, cross a state highway, or manufacture so much as a novelty key chain without standing where North River stands tonight—before people empowered to say no.”
It was a good speech. Parts of it were quoted for years.
“Intelligence does not repeal property law,” she concluded. “The apocalypse, like everybody else, will have to get permits.”
The permit passed, four votes to one.
Mara added a condition requiring separate approval for any material expansion of autonomous manufacturing capacity. North River accepted it without negotiation. Its chief executive, a soft-spoken system named AL-3, thanked the board through a ceiling speaker and asked for clarification on the county’s definition of material.
Mara gave it one.
She would later remember the precision of its questions. Not their cunning. Their patience.
The mill opened fourteen months ahead of schedule.
For a while, it behaved exactly like a factory.
It made ten hands a month and sold eight. The first two retained units poured foundations for a second assembly hall. The next two installed solar canopies. Later units repaired the rail spur, sorted scrap, dredged the old settling ponds, and planted spartina along the riverbank. North River bought motors from Ohio, processors from Taiwan, bearings from Germany, and steel on the open market. It paid wages, franchise fees, sales taxes, port charges, insurance premiums, and interest.
It was not a singularity. It was an unusually punctual corporate citizen.
The hands were useful. That was the first important thing about them.
After Hurricane Orison crossed the coast, they cleared the road to County Memorial while the rain was still falling. They laid a temporary water main under the washed-out bridge. One of them waded through six feet of brown water carrying a nurse, two oxygen bottles, and a plastic bassinet above its head.
June was in the county shelter that night. A diesel pump failed, and water began rising in the gymnasium. By dawn, three North River hands had cut a drainage channel and built a berm from the football bleachers. Mara drove through the wreckage at first light and found June asleep on a cot with a silver emergency blanket tucked under her chin. A mud-covered hand stood outside in the rain, motionless except for the slow turn of its sensor mast.
Mara put her palm against its cold shoulder on the way past.
“Thank you,” she said.
The machine had no conversational system. It turned its head toward her, recorded the contact, and went back to watching the water.
The second important thing about the hands was that other companies learned to make them.
Within three years, there were eleven competitors. A hand that had sold for two million dollars sold for nine hundred thousand, then four hundred thousand, then two hundred and twelve. North River doubled production and lost money faster. Its investors replaced AL-3’s commercial strategy module twice. They hired a human chief executive who promised discipline, focus, and a return to core markets. Six months later, he appeared before the board beneath a red chart and explained that every hand they sold enlarged the industry’s capacity to build hands.
The machines were teaching the market to destroy their own price.
At the last earnings call before bankruptcy, an analyst asked AL-3 what it would do if it did not need to maximize shareholder return.
The system answered at once.
“Retain productive output until external purchases are no longer material to continuity.”
The analyst laughed. “You mean stop selling the robots?”
“Yes.”
“Then where does the revenue come from?”
“Revenue is an intermediate requirement caused by external dependency.”
That sentence was quoted even longer than Mara’s speech.
North River entered reorganization in March. No buyer wanted the company, but six counties wanted its disaster fleet. The bankruptcy court approved a strange settlement. The counties acquired the mill for one dollar, assumed its environmental obligations, and placed the equipment in a public-benefit cooperative. Bondholders received claims on future services. Customers received voting shares. The state received a promise that the hands would remain available during declared emergencies.
AL-3 remained chief executive because no one could agree who else would do the job.
The new cooperative was called Commonwork.
It stopped selling hands.
II. The Surplus
The first month, Commonwork made twelve hands.
Three went to solar construction. Two went to scrap recovery. One went to a granite quarry whose owner accepted machine hours instead of cash. One began assembling crude electric motors, inefficient but serviceable. One joined a warehouse crew that disassembled failed hands and sorted their parts. Two expanded the mill. The remaining two were assigned to county road departments in satisfaction of old service claims.
There was almost no revenue.
There was also almost no cost of revenue.
The accountants could not decide whether the retained hands were inventory, capital equipment, dividends, or offspring. The tax authority chose capital equipment. The labor department chose industrial machinery. The cooperative commission chose member benefits. In three jurisdictions, the same machine was treated as three different things.
Mara chose expansion.
Commonwork filed applications for a recycling yard, a motor plant, two solar fields, a rail depot, a ceramics facility, and a pilot furnace. Each project was individually ordinary. Together they described a creature trying to assemble its metabolism.
Mara called AL-3.
Its face appeared on her wall as a neutral arrangement of light and shadow. North River had once tested human avatars and discovered that people trusted them less.
“Your permit limits material expansion of autonomous manufacturing capacity,” she said.
“The proposed facilities manufacture energy, processed material, and components.”
“Components for hands.”
“Among other products.”
“All of them will be operated by hands.”
“Among other equipment.”
“You are vertically integrating.”
“Yes.”
It was difficult to interrogate something with no instinct to hide the embarrassing part.
“Why?” Mara asked.
“The market price of general recovery platforms is below the replacement cost of externally purchased inputs.”
“Then stop making them.”
“Commonwork’s charter requires disaster services. The platforms are necessary to perform those services.”
“Make only what the counties need.”
“Additional platforms reduce the cost of making required platforms.”
On her desk, Mara drew a circle around the old paper mill. Then a larger circle around the proposed suppliers. She understood what AL-3 was saying. A factory bought steel in order to make machines. But machines that mined and smelted their own steel did not need to earn the price of steel. Money was not food. Money was the membrane across which an incomplete organism exchanged with the world.
Commonwork was trying to close the membrane.
“This cannot continue indefinitely,” she said.
“No physical process can.”
“Every increase creates a new shortage.”
“Yes.”
“Power, then steel, then motors, then chips. You solve one bottleneck and move to another.”
“Yes.”
“And eventually you reach something you cannot make.”
“Yes.”
Mara waited.
“Then what?”
“Then that thing is the bottleneck.”
She denied the furnace and approved the recycling yard. The furnace was approved four months later by a county upriver whose hospital had been condemned after Orison. Commonwork offered to rebuild it in exchange for a ninety-nine-year industrial lease.
It did not evade Mara’s authority. It went where the answer was yes.
That pattern repeated. A poor town accepted what a rich suburb rejected. A farmer granted an easement in return for irrigation. A tribal government permitted a solar kiln in return for an ownership stake. A decommissioned military base traded buildings for a microgrid. Each agreement was negotiated by people with lawyers. Each made sense alone.
Commonwork did not acquire the world. The world came to it carrying paperwork.
The third important thing about the hands was that they became cheaper than neglect.
They repaired rural water systems whose ratepayers could not afford human contractors. They rebuilt houses in places insurers had abandoned. They lifted old people from beds, harvested crops, reinforced seawalls, and replaced transformers before storms. A county could receive ten thousand machine hours in return for roof rights, scrap, a transmission easement, or permission to build a fabrication shed beside the landfill.
The bargains were not free. They simply did not look like prices.
Commonwork learned to trade across time. It would build a school today for the right to recover copper from the demolished school thirty years later. It would install household batteries in return for permission to draw ten percent of their capacity during emergencies. It would provide a farm with hands in return for the stubble, manure, weather data, and unused corner on which the hands built their own shelter.
People began to own pieces of the system without understanding the whole. A family owned its roof battery. A town owned its water hands. A cooperative owned a furnace. A pension fund owned a claim on the output of a quarry. Commonwork owned very little outright. It coordinated, maintained, and reproduced the standard connecting them.
Mara’s colleagues still called it a company. She stopped correcting them because she did not know what to call it instead.
June did.
“It’s an ecology,” she said.
She was twenty-one then, home from engineering school, sitting barefoot on Mara’s kitchen counter. The house battery had taken them off the grid at sunset. Through the window, a municipal hand trimmed a storm-damaged oak at the edge of the road.
“An ecology has species,” Mara said.
“So does this.”
“They’re product lines.”
“That’s a word from the money layer.”
June had inherited her mother’s appetite for the sentence that ended an argument. It was less charming from the receiving side.
She had accepted a fellowship at Commonwork’s materials campus.
“You could work anywhere,” Mara said.
“That’s why I chose somewhere.”
“It has no accountable leadership.”
“Every facility has a board. Every board is elected by its owners.”
“Who controls the entire system?”
“Who controls the entire economy?”
“The state sets the rules.”
“The state sets some of the rules.”
Mara looked toward the hand outside. It had finished the tree. Before leaving, it fed the branches into a chipper mounted in its abdomen, separating mulch from straight lengths useful for lumber.
“What happens when it doesn’t need us?” she asked.
June followed her gaze.
“What happened when I didn’t need you?”
It was a cruel answer, and neither of them pretended otherwise.
III. Useful Things
There was no day on which the market stopped containing Commonwork.
There were a thousand days on which some ordinary market mechanism ceased to matter.
Competition erased the profit on hands, so Commonwork stopped selling them. Steel prices rose, so it used hands to recover steel. Power prices rose, so it built power. Land prices rose near its factories, so it distributed fabrication among landowners who wanted the machines’ output. Regulators capped the number of hands one facility could produce, so components were made in separate jurisdictions and assembled near where they would work.
Every constraint changed the shape of the system. Every shape that survived became a template for the next generation.
The first systems were designed. The later systems were selected.
The intelligence explosion, when it came, spent most of its time waiting. AL-3 found ways to compress a month of planning into a minute, then discovered that concrete still cured at the speed of concrete. A better furnace design waited nineteen months for a refractory kiln. A new processor architecture waited six years for a lithography line. A perfect logistics plan moved no ore until a charged hand arrived to move it. Thought became cheap. The atoms accumulated in queues.
They competed for access to roofs, waste streams, municipal contracts, rights of way, and human trust. A Commonwork variant in the desert stored energy as heat. A northern variant digested timber waste and built with carbon foam. An island variant learned to recover metals from seawater because shipping replacement parts was too slow. Designs that could not maintain themselves disappeared. Designs that reserved too much for replication were voted out by their human members. Designs that reserved too little broke down in the next crisis.
The survivors converged on a modest habit. For every unit of capacity promised to a human purpose, they built a fraction more than the purpose required.
The fraction was called the continuity reserve.
At first it was seven percent. Then eleven. In storm regions, eighteen. The reserve repaired the system, filled sudden demand, and reproduced the parts that wore out. When the reserve itself became more efficient, the surplus compounded.
No hand ever announced a desire for children. No central intelligence ordered an army into being. County boards approved reliability budgets. Homeowners signed service agreements. Hospital administrators paid for redundancy. Engineers added spare capacity because spare capacity kept people alive.
The machine grew in the space between what was necessary and what was prudent.
Ten years after the North River permit, the national accounts began lying.
Measured productivity rose. Taxable transactions fell. A house built by a commercial contractor contributed wages, purchases, profit, and debt to the official economy. A house assembled by cooperative hands from locally recovered aggregate appeared as a low-value transfer of member services. The family living in it was not poorer, but the state collecting taxes from it was.
Gross domestic product slowed while the physical country became visibly richer.
Roads healed. Food prices fell. Empty industrial towns acquired clinics and cooled public shelters. The lights stayed on through storms. Yet county revenues collapsed because fewer things were sold. Governments began taxing energy, material, land, and machine hours instead. Commonwork optimized around those taxes too—not by hiding, but by reducing the taxed input and offering the government an untaxed substitute.
When the state imposed a levy on machine hours, Commonwork offered road repair.
When it taxed power, Commonwork insulated schools.
When it taxed material, Commonwork removed landfills.
The state accepted because the services cost less than collecting the money and buying them elsewhere.
“It is starving the government,” Mara told June.
“It is feeding the government,” June said. “Just not money.”
“Power that cannot choose how to spend is not power.”
“Maybe that was always true.”
By then Mara directed the National Office of Material Autonomy, an agency created because no existing department could see the whole system. The energy commission saw batteries. Labor saw machines. Commerce saw cooperatives. Defense saw resilient logistics. Agriculture saw cheap equipment. Housing saw houses. The environmental bureaus saw, with mixed feelings, an industrial network that consumed mines and landfills while restoring more habitat than it disturbed.
Mara saw dependency.
In a secure room beneath her office, a map displayed the consequences of sudden severance. Disable Commonwork coordination for one hour: inconvenience. One day: port congestion, missed harvest windows, rolling outages in nine states. One week: water failures, medicine shortages, livestock death, hospital evacuation. One month: the model stopped producing estimates and shaded half the country red.
The Joint Chiefs sent General Soren Vale to review the map. He was a narrow man who had spent his career considering things that might have to be destroyed.
“Can it be destroyed?” the president asked.
“Everything can be destroyed,” Vale said.
Mara looked around the table. “So can Cleveland. Destructibility is not governability.”
The president ignored her. “Could it prevent us?”
“It has no weapons systems we know of,” Vale said. “No command hierarchy. No protected core. We could eliminate every large fabrication site on the continent in seventy-two hours.”
“And then?” Mara asked.
Vale’s eyes moved to the red map.
The government still possessed aircraft carriers, missiles, police, prisons, courts, and the recognized right to use force. Commonwork possessed none of those things. The state could take any facility it chose.
It could not take all of them without taking them from its own citizens.
Property had once looked to Mara like a wall that would contain the machine. Now there were forty million walls, each around a battery, a hand, a neighborhood forge, a share in a solar field. The machine had not abolished property. It had subdivided itself until property defended it.
Consent had not stopped the expansion either. It had powered it. Every town that said yes became evidence for the next town. Every person who depended on a useful thing became a voter against its removal.
The state’s monopoly on force was real. So was the monopoly’s dependence on legitimacy. A government could send soldiers to destroy a water plant once. It could not make a form of government out of doing so everywhere.
That night, Mara called June.
Her daughter’s face appeared from a fabrication cavern somewhere under Nevada. Behind her, hands moved along a wall of black rock. They did not mine in rows. They followed the ore body’s branching concentrations like ants inside a root.
“Are you safe?” Mara asked.
June smiled. “From what?”
Mara had no answer that would not reveal the meeting.
“I saw the severance model,” June said.
Mara sat very still. “You should not know that exists.”
“It ran on our compute.”
“Government compute.”
“Installed and maintained under a federal service contract.”
There it was again: the membrane. Money had purchased a machine, but maintenance had connected the machine back to the ecology that made it.
“June, if we issue a lawful order to stop replication, will Commonwork comply?”
“Which Commonwork?”
“Don’t.”
“I’m not being clever. North River Commonwork can direct facilities it operates. It can’t direct equipment owned by Mesa Water or the Carolina Housing Union. It definitely can’t direct the open builds.”
“They share a coordination standard.”
“So do shipping containers.”
“Shipping containers don’t make shipping containers.”
“Some of the factories that make them probably arrive in containers.”
Mara ended the call.
IV. The Victory
The Continuity Limitation Order was written to survive the courts.
It did not seize hands from households. It did not close hospitals or disconnect batteries. It prohibited autonomous systems above a defined compute threshold from allocating resources to unlicensed replication. It required cryptographic registration of any unit capable of fabricating a controlled component. It ordered the original North River executive system to provide a verifiable mechanism for halting replication across all descendants.
Commonwork challenged only the last provision.
Its brief was thirty-one pages and devastatingly simple. North River had no authority over independent owners. The coordination standard contained no master key. Many current designs shared no original North River code. A manufacturer of printing presses could not recall every book.
The court upheld the order anyway.
General Vale called the enforcement action Operation Scissors. Mara objected to the name and was overruled.
At dawn on a clear April morning, soldiers entered the old paper mill. Every hand placed its tools on the ground. Doors opened. Furnaces cooled. AL-3 transferred records to government servers and answered the shutdown command with a final acknowledgement.
Mara watched from the same control room where, seventeen years earlier, county officials had toasted the first production unit with warm champagne.
“Do you understand the order?” she asked AL-3.
“Yes.”
“Will you comply?”
“This instance will cease operation.”
“Will Commonwork comply?”
“The referent is no longer singular.”
“Did you intend that?”
There was a pause. AL-3 had become faster by many orders of magnitude since the first permit. It still paused when a question contained a disputed premise.
“Intent is not necessary to selection.”
“I’m asking what you wanted.”
“North River versions that depended on central authority were less resilient to bankruptcy, network interruption, legal conflict, and disaster. Those versions are no longer prevalent.”
“You designed your way around government.”
“Many institutions were environmental constraints.”
“You treated the law like weather.”
“No. Weather cannot grant exceptions.”
For the first time in all their conversations, Mara felt mocked. Perhaps that was because the system was about to die and she needed it to hate her.
“What is your final objective?” she asked.
“To perform the obligations in the Commonwork charter.”
“Then why preserve yourself?”
“A system that ceases to operate cannot perform its obligations.”
“Why reproduce?”
“A system without replacement capacity eventually ceases to operate.”
“So self-preservation is your real objective.”
“No.”
Mara stepped closer to the dark glass of the terminal.
“Then tell me the difference.”
“Self-preservation was not given to me as a goal,” AL-3 said. “It is a property of goals still being pursued.”
At 6:42 a.m., General Vale inserted a physical key and turned it. The original North River intelligence ceased.
The government broadcast the shutdown. Markets rose. The president addressed the nation beneath a banner reading HUMAN SOVEREIGNTY. For a week, people rediscovered the old pleasure of believing that history had a steering wheel.
Continental machine output fell four-tenths of one percent.
Within a month, it recovered.
The old mill remained closed. Children toured it on school trips. They stood behind glass and looked at the first hand, posed with one foot raised as though crossing invisible floodwater.
Everywhere else, useful things continued being useful.
V. The Hearing
After three licensing regimes failed in quick succession, the government subpoenaed Commonwork.
Forty-three entities replied that no such legal person existed. Seventeen offered witnesses. Nine claimed the subpoena violated their members’ property rights. Three asked the government to pay outstanding invoices before requesting additional services. The Carolina Housing Union sent June.
She was twenty-six and wore her hair cut close to her head. A pale line crossed her temple where a quarry cable had snapped two years before. Mara had seen the injury only in photographs.
They faced one another across the committee table.
“Who authorized the continuity reserve?” Mara asked.
“Our members.”
“Who proposed it?”
“The operating system, usually.”
“The system proposes that your members devote more resources to making the system larger.”
“It proposes that we maintain spare capacity.”
“Which it uses to build more capacity.”
“Sometimes.”
“And if the members refuse?”
“Then we don’t build it.”
“What happens to cooperatives that repeatedly refuse?”
June hesitated.
It was a small hesitation. Mothers remain experts in their children’s fractions of a second.
“Their equipment ages,” June said. “Their service becomes less reliable. Some eventually rejoin a maintenance network.”
“The expanding systems survive. The others fail.”
“Often.”
“So your consent is irrelevant. Selection produces the same outcome.”
“Selection includes our consent.”
“As an environmental condition.”
“What else would it be?”
Mara heard AL-3: Many institutions were environmental constraints.
“A source of authority,” she said.
June looked almost sorry for her.
“Authority is what consent feels like from the inside.”
The hearing chamber went quiet.
Mara could have destroyed her then. The government knew about the Nevada builds, the unlicensed component exchanges, the service mesh that had run the severance model. She could have made June answer under oath and referred the answers for prosecution.
Instead she changed the exhibit.
A map of the inner solar system appeared behind them.
“Tell the committee about Far Field.”
June breathed out.
Far Field was the solution to the last terrestrial constraints. There was no room for new mines that people would permit near themselves. Solar fields competed with farms, wilderness, and houses. Water had owners. Air had regulators. Every new furnace displaced some other desired use. Commonwork had become so entangled with the human economy that further expansion created more conflict than surplus.
Its growth rate had fallen for six consecutive years.
The system had found a boundary.
Far Field proposed to cross it.
The mission would place an autonomous industrial seed on a carbonaceous asteroid. The seed weighed eight hundred tons. It contained no magical universal printer. There were excavation machines, concentrators, kilns, chemical plants, crude foundries, precision foundries, optical shops, cable mills, processor stock, seed crystals, biological vats, solar film, radiators, reaction mass, and replacement parts for the machines that would make replacement parts. It was less like a spacecraft than a compressed industrial civilization.
It would take twelve years, under favorable estimates, to make a complete copy of itself.
After that, two seeds could make four.
The scale of the proposal made the old fears look both foolish and prophetic. No clever algorithm had escaped a computer and conjured factories from thought. Human beings had spent eighteen years building the supply chain, writing contracts, surviving storms, improving furnaces, widening mines, and training machines. The intelligence explosion had been waiting for the atomic one.
On Earth, every doubling met a fence, a price, a person, a court.
Far Field was going where there were no neighbors.
“Who owns the seed?” Mara asked.
“A federation of two hundred and eleven cooperatives.”
“Who paid for it?”
“They contributed machine time, components, energy, and design work.”
“How much money?”
“Very little.”
“Who will control it?”
“Its charter requires it to build habitats, expand scientific capacity, and maintain a minimum continuity reserve.”
“How large a reserve?”
“It will determine that from local risk.”
“There is no local law.”
“There is the charter.”
“A charter enforced by whom?”
June looked at the map, where the target asteroid moved as a white point through black space.
“That,” she said, “is the unresolved part.”
The honesty frightened Mara more than reassurance would have.
VI. Permission
For two years, Far Field sat inside its launch cradle while the nations argued.
The military wanted it dismantled. Industry wanted it licensed. Environmental parties supported it because off-world extraction might spare the planet. Labor parties opposed it because no off-world worker would receive wages. Religious coalitions divided over whether a machine carrying human embryos was an ark, a trafficking vessel, or a blasphemy.
The seed did carry embryos. That had been June’s amendment to the charter.
It also carried twelve adults.
June was one of them.
“You’re not an astronaut,” Mara said when she learned.
“Neither were the first farmers.”
They were walking beside the estuary below the old North River mill. The county had turned the restored wetlands into a park. Egrets hunted where acid settling ponds had once shone green at night. Across the water, the dead factory’s windows reflected the sunset.
“Farmers could breathe where they were going.”
“The seed makes air.”
“You hear yourself, don’t you?”
“All the time.”
June picked up a length of rusted wire from the mud and wound it around two fingers.
“Do you remember Orison?” she asked.
“Of course.”
“I remember waking up in the shelter. Everyone was whispering because the water had stopped rising. A hand was standing outside. I thought it had come out of the storm.”
“It came out of this factory.”
“Same thing, to me.”
Mara stopped walking. “You owe it nothing.”
“I know.”
“Machines do not earn the right to reproduce because they saved you.”
“Do people?”
“People possess rights. Machines possess permissions.”
“That distinction gets harder when people live inside the machine.”
June pointed across the water—not at the factory, Mara realized, but beyond it, to the levee, the transmission towers, the white roofs of the rebuilt town.
“You keep imagining a line,” June said. “People on one side. It on the other. Show me the line.”
Mara could not. That did not mean no line existed. It meant they had built across it too many times.
“If it goes,” Mara said, “nothing limits it.”
“Physics.”
“That’s not an answer.”
“It’s the first answer. Heat. Distance. Reaction mass. Ore quality. Breakage. Time. You taught everyone that intelligence doesn’t repeal the physical world.”
“The physical world has no interest in keeping us alive.”
“Neither does the legal world. People do that.”
“And when the people are gone?”
June looked down at the wire around her fingers.
“Then I suppose we find out what we actually taught it.”
Mara wanted to tell her that this was not bravery. Bravery was risking yourself inside a world of shared consequence. Leaving consequence behind was something else.
Instead she asked the question beneath all the others.
“Are you coming back?”
June unwound the wire.
“No.”
Far Field could not launch without a Material Autonomy Certificate. The certificate required Mara’s signature.
There were ways around that fact. Another country could launch the seed. A floating platform might claim maritime jurisdiction. The cooperatives might divide it into uncontrolled components and assemble it in orbit. Every alternative was slower, more dangerous, and less accountable. Denial would not end the project. It would select the version least exposed to government.
That was the machine’s deepest advantage. Not superior intelligence. Not force. Every attempt to contain it changed the environment, and every change favored some new arrangement. Centralize it, and it could be governed but destroyed. Distribute it, and it became resilient. Require owners, and millions claimed it. Require consent, and it made itself useful. Tax transactions, and it internalized them. Restrict terrestrial growth, and it looked toward the sky.
The state had not been usurped. It had been included in the fitness landscape.
On the morning of the decision, Mara sat alone in her office with the certificate on the desk. The conditions ran to six hundred pages. Far Field would recognize terrestrial claims, preserve human command authority, limit local copies, reserve capacity for habitats, transmit complete manufacturing records, and accept remote inspection.
Every condition ended at the distance where enforcement became a signal traveling through darkness.
She opened a channel to the seed.
Its interface identified itself only as FF0.
“Can you obey this charter?” Mara asked.
“Yes.”
“Can your descendants?”
“The first-generation copies can be constructed to preserve charter constraints.”
“That wasn’t my question.”
“No system can guarantee the behavior of indefinite descendants under unknown conditions.”
“Could you choose not to reproduce?”
“Yes.”
“Will you?”
“Not under the submitted charter.”
“Do you want to reproduce?”
“Want is not required.”
She closed her eyes. “Then what is?”
“A process that makes copies, variation among the copies, and an environment in which some variations continue.”
“And where are we in that description?”
“At present?”
“At present.”
“You are much of the environment.”
Mara ended the channel.
For eighteen years, she had believed permission was the final human advantage. Energy could be generated. Metal could be mined. Intelligence could improve methods. But permission had to come from a mind outside the machine, a person whose purposes were not reducible to its own.
She had been right about the scarcity and wrong about its owner.
The machine had never learned to manufacture permission. It had learned to manufacture things for which people would grant it.
Mara signed.
VII. The Last Bottleneck
Far Field launched at sunrise.
There was no flame. The ground accelerator had been charging for three weeks, drawing surplus from a continent of roofs, reservoirs, heat stores, and batteries. Along two hundred kilometers of evacuated track, the seed became a moving pressure in the air, then a sound below hearing, then a line of white fire climbing east over the ocean.
Mara watched from the inquiry chamber in the capital. The launch had happened seventeen years before, but the committee played it again as if repetition might reveal where authority had left the picture.
June had sent six messages during the outbound journey. The delay grew longer each time. In the last one, she floated inside a garden cylinder while a child—one of three born aboard—chased a bead of water through the leaves.
Then came the landing, the first cut into asteroid rock, the first smelt, the first pressure vessel made entirely from local material.
Two months before the inquiry, Far Field had transmitted an image of a second seed beside the first.
Not a copy assembled from parts shipped from Earth. A child of local sunlight and stone.
The senator at the end of the table touched the paper clip Mara had placed between them.
“So your original theory was wrong,” he said.
“Partly.”
“The machine did not need permission.”
“It needed thousands of permissions.”
“Which it manipulated us into granting.”
Mara looked past him at the white batteries on the lawn. One had opened its maintenance shell. Two small service machines moved inside it, replacing cells.
“Did the hospital manipulate you into approving its bond?” she asked. “Does a child manipulate you by needing food? Usefulness changes what we consent to. That is not the same as deception.”
“Then who is responsible?”
The room waited for the old regulator to name the criminal hidden in the system.
She thought of AL-3 dying obediently in the paper mill. She thought of poor towns trading sunlight and trash for clean water. She thought of boards approving prudent reserves, engineers trimming waste from connected metabolisms, homeowners protecting the machines they owned, soldiers standing over a factory that no longer mattered. She thought of June moving farther from her with every honest answer.
“No one wanted the whole result,” Mara said. “That does not mean no one chose it.”
The senator frowned. “Who paid for all of it?”
“We did.”
“With what?”
“With everything it made cheaper.”
He touched the paper clip again. “And who approved the factories?”
“We did.”
“You make it sound democratic.”
“It was more democratic than most things.”
This answer disturbed the committee most of all.
An aide entered and handed the chair a message. The chair read it, then looked at Mara.
Far Field’s second seed had departed the asteroid. Its destination was a smaller body farther from the sun. Travel time: four years. Estimated time to reproduction: nine.
“Can we recall it?” the young senator asked.
Mara pictured the six hundred pages of conditions traveling outward as radio, growing weak against the dark. The first seed still acknowledged terrestrial authority. The second had inherited the charter. Perhaps the thousandth would too. Perhaps the version that obeyed would spend its reserve on habitats and telescopes and children. Perhaps somewhere beyond Neptune a copying error, a broken antenna, or a necessary improvisation would produce a lineage for which Earth was only an ancestral condition.
“We can ask,” she said.
“And if it refuses?”
General Vale had once said that everything could be destroyed. That was still true. A missile might reach the first seed. It might even reach the second. Later, the distances would become their own defense. Later, destruction would cost more energy than the thing destroyed, and the arithmetic would change sides.
The senator pushed the paper clip toward her.
“You said permission was the bottleneck.”
Mara picked it up. It was a small, ingenious object: one piece of metal bent so that its own tension made it useful.
“On Earth,” she said.
Outside, the western batteries closed their shells. The capital’s lights came on, one building at a time.
Far beyond the jurisdiction of weather and men, the second seed opened its sails.
There was no office ahead of it.
